Guide for commercial landscape maintenance contractors · checked 7 November 2026
Commercial landscape maintenance software for budget hours, enhancements and irrigation
A commercial landscape maintenance contract is not a mowing route. It is an office park with, say, 30 to 40 mow cycles a year, a bid that assumed so many crew hours per visit, a property manager who walks the site once a month with a list, 60 irrigation zones on four controllers, and a fertilizer program that has to stop on 1 June in half of west central Florida. This guide covers how the work runs, the Texas, Florida and California rules that decide what a crew may touch, what one city actually paid per cycle, and what to look for in software.

Short answer
Commercial landscape maintenance contractors usually run on Aspire (multi-branch, commercial), LMN (budgets, estimating and crew timesheets), SynkedUP, or Service Autopilot and Jobber for route-heavy residential work. The deciding features are budget hours per service compared with actual crew hours on every visit, an enhancement pipeline fed by site walks, irrigation inspection records per zone, and fertilizer and pesticide application records that match the state rules. Fieldproxy is one option. Best for processes that don't fit a template, set up for you: it is built around your property list, contract scope, budget hours, irrigation zones and chemical records, with a portal per property manager.

How a job runs
One commercial landscape maintenance job, from first call to paid
The order the work really happens in, and what has to be written down at each step so nothing is argued about later.
- 1
Measure the property before you bid
Commercial bids are built from quantities, not a drive-by guess: turf square footage by mower type (riding, walk-behind, string trimmer only), linear feet of edging, shrub and bed square footage, mulch cubic yards at the specified depth, tree counts, seasonal color beds, irrigation controllers and zones, and backflow assemblies. Many public specs name a service level instead of a frequency: APPA level 2 grounds, for example, means grass cut once every five working days and aeration at least twice a year.
- 2
Turn quantities into budget hours and a price
Each service gets a production rate and a frequency: mow cycles per year (say 29 on a lean office park, more in the Gulf South, with cycles past the count billed as extra work), detail visits, pruning rounds, mulch installs, irrigation checks. Hours times crew cost plus materials and overhead becomes the annual price, often billed in equal monthly amounts. The hours per service per visit are the budget the crew is measured against all year.
- 3
Sign the scope, the exclusions and the extra-work rules
The contract states what is in (mowing, edging, blowing, bed weeding, shrub pruning to a stated height, leaf removal) and what is extra: plant replacement, mulch beyond one application, irrigation repairs past a dollar amount, storm cleanup, tree work above a height. San Antonio priced standard cycles, out-of-cycle services and tree pruning up to 8 feet as separate lines. The University of Houston spec requires emergency irrigation response within 4 hours.
- 4
Staff the season
Crews swell from spring to fall. Many large contractors rely on H-2B seasonal workers: the 66,000 statutory cap is split into two halves, and for FY 2026 DHS added up to 64,716 supplemental visas in three allocations, the first two for returning workers who held H-2B status in FY 2023, 2024 or 2025, each petition backed by an attestation of irreparable harm. Start dates of need drive when crews can actually start mowing.
- 5
Route crews and run the visit
A crew of three to five arrives with a work ticket: services due on this visit, budget hours, site notes (gate codes, no blowing near the cafe before 9 am, battery equipment only). They clock in and out per service, so the office sees 3.2 hours spent against a 2.5 hour budget on detailing, not just a day total. In the District of Columbia, a gas leaf blower on a non-federal site risks a fine of up to $500, and if the crew cannot be identified the property owner can be fined.
- 6
Inspect irrigation zone by zone
The wet check is a crew running each zone on each controller and logging broken heads, misaligned nozzles, leaks, overspray onto pavement, and dry spots, then fixing what the contract covers. In Texas, any repair on an existing system needs a written, sealed document detailing the work and materials, handed to the owner, and kept 3 years.
- 7
Apply fertilizer and pesticides by the rules of that county
The applicator needs the right credential (a Florida limited urban fertilizer certification, a California Qualified Applicator Certificate in subcategory Q under a Maintenance Gardener license) and the application has to fall outside local blackout dates. California use reports go to the county agricultural commissioner by the 10th of the following month.
- 8
Walk the site with the property manager
Monthly or quarterly, the account manager walks the property with the client, scores the visit, and lists issues: dead shrubs, a declining tree, thin turf, an irrigation upgrade, mulch volcanoes around trees. Each issue is either a contract fix (no charge) or an enhancement proposal with photos and a price.
- 9
Sell and schedule enhancements
Approved enhancements (seasonal color, mulch top-ups, plant replacements, tree work, drip conversions) become their own jobs with their own budget, scheduled between maintenance visits. They often carry better margin than the base contract and are timed to the client's budget year.
- 10
Close the month and re-bid with real hours
Invoice the monthly contract amount plus approved extras, then compare actual hours against budget hours by property and by service. At renewal, the properties that ran 30% over on detailing are re-priced or re-scoped with the evidence. On the same properties, winter often switches to snow under a separate agreement and a separate service log.
What to record
The fields every commercial landscape maintenance job should capture
Each property (one record per site, with its own measured areas)
- Property manager and billing contact, contract start and renewal date, service level (e.g. APPA level 2), annual price and monthly billing amount
- Turf sq ft by mowing method, edging linear ft, bed sq ft, mulch cu yd at the specified depth, tree count, seasonal color bed sq ft
- Irrigation: controllers (make, model, location, station count), zones per controller with plant type and head type, backflow assemblies with serial and test due date, water source (potable or reclaimed)
- Site rules: hours crews may work, battery-only equipment, gate codes, no-blow zones, county fertilizer blackout dates
Each maintenance visit
- Crew, start and end time per service (mow, edge, blow, detail, prune, leaves), budget hours vs actual
- Mowing height set (the UH spec, for example, calls for 2-1/2 inches April to November)
- Mulch depth checked (2 to 4 inches, pulled back at least 4 inches from trunks) and any volcano mulch corrected
- Photos: before and after on each zone of the site, every issue for the property manager
- Out-of-scope work found: dead plants, storm damage, vandalism, flagged for an enhancement or extra-work proposal
Irrigation and chemical applications
- Wet check per zone: runs, broken heads, nozzles replaced, leaks, overspray, dry areas, controller program and season setting
- Repair record: parts and materials, labor, licensed irrigator name and license number, sealed document given to owner (Texas)
- Each application: product, EPA registration number, rate, area treated, target, weather, applicator name and certificate (Florida fertilizer cert number and expiry, California QAC subcategory Q)
- California: monthly pesticide use report submitted to the county agricultural commissioner by the 10th, records kept 2 years
Rules and standards
The rules that shape the work, with their sources
| Rule | What it means on the job |
|---|---|
| Texas: irrigation services require a licensed irrigator (30 TAC 344.30) | An irrigator is anyone who performs irrigation services, including connecting a system to a water supply, and holds a TCEQ irrigator license. A landscape company owner who is not licensed can operate only as an exempt business owner who employs a licensed irrigator to supervise the irrigation work. source: TCEQ, Quick reference guide to the 30 TAC Chapter 344 landscape irrigation rule changes (effective 23 July 2020) |
| Texas: a sealed document on every repair (30 TAC 344.72(c)) | On all maintenance, alterations, repairs or service to existing irrigation systems, the irrigator gives the owner or owner's representative a written and sealed document that details the work performed and identifies the materials furnished, with the irrigator's name and business contact information. source: TCEQ, Quick reference guide to the 30 TAC Chapter 344 landscape irrigation rule changes (effective 23 July 2020) |
| Texas: irrigator records (30 TAC 344.38) | Archival copies of all records given to the owner are kept for 3 years from the date the installation, maintenance, repair or service was completed, and made available within 10 business days of a request from TCEQ or the local regulatory authority. source: TCEQ, Quick reference guide to the 30 TAC Chapter 344 landscape irrigation rule changes (effective 23 July 2020) |
| Texas: completion paperwork on new systems (30 TAC 344.63) | A maintenance checklist signed by the owner (seasonal watering schedule based on evapotranspiration, components needing maintenance and how often), the as-built drawing, and a waterproof sticker on each controller with the irrigator's name, license number, phone and warranty dates. source: TCEQ, Quick reference guide to the 30 TAC Chapter 344 landscape irrigation rule changes (effective 23 July 2020) |
| Florida: commercial fertilizer certification (s. 482.1562) | Since 1 January 2014, anyone applying commercial fertilizer to an urban landscape must be certified. It requires the Green Industries BMP training certificate, expires 4 years after issue, and renewal needs 4 classroom hours of continuing education, at least 2 on fertilizer BMPs. It does not authorize applying pesticides, including weed and feed mixes. source: Florida Statutes s. 482.1562 (2024), Limited certification for urban landscape commercial fertilizer application |
| Florida: summer fertilizer blackouts | Charlotte, Hillsborough, Lake, Manatee, Pinellas and Sarasota counties ban nitrogen and phosphorus fertilizer from 1 June to 30 September; Citrus adds 1 November to 31 March and Hernando adds 15 December to 15 March. Many cities have their own rules. source: Southwest Florida Water Management District, Fertilizer restrictions by county |
| California: pest control by a landscape maintenance business | A gardening business doing incidental pest control needs a Maintenance Gardener Pest Control Business license from DPR, a qualified person holding a Qualified Applicator Certificate in subcategory Q, registration with each county where it works, use reports to the county agricultural commissioner by the 10th of each month, and use records kept 2 years. source: California DPR, Maintenance Gardener Pest Control Business license application packet (2025) |
| California: water efficient landscape ordinance (MWELO) | In the Monterey Peninsula district's version, the rule applies to new landscapes over 500 sq ft tied to a permit and refurbished landscapes over 2,500 sq ft; the Certificate of Completion package includes a landscape irrigation audit report for landscapes of 2,500 sq ft or more. source: Monterey Peninsula Water Management District, Water Efficient Landscape Requirements (Rule 142.1, MWELO) |
| California: zero-emission small engines (AB 1346, CARB SORE rules) | New sales of most small off-road engines, including leaf blowers, mowers, edgers and string trimmers, must be zero emission for engines made after 1 January 2024 (2028 for portable generators). CARB does not regulate the use of existing CARB-compliant equipment, so gas fleets age out rather than stop. source: Office of Assemblymember Marc Berman, AB 1346 fact sheet (signed): small off-road engines |
| District of Columbia: gas leaf blower ban | Since 1 January 2022, gas leaf blowers may not be used on any non-federal property in the District; fines are up to $500 per offense, complaints can be filed with photos within seven days, and if the landscaper cannot be identified the property owner who hired them can be fined. source: DC Department of Licensing and Consumer Protection, Leaf blower regulations |
| H-2B seasonal workers, FY 2026 | The statutory cap is 66,000 a year, split into two halves. The FY 2026 rule added up to 64,716 supplemental visas in three allocations (18,490 for January to March starts and 27,736 for April starts, both for returning workers; 18,490 for May to September starts), each petition requiring an attestation of irreparable harm. source: Federal Register, 3 Feb 2026: DHS and DOL temporary final rule, FY 2026 supplemental H-2B visas (64,716) and industry share of FY 2025 certifications |
| APPA grounds maintenance levels | Level 2 (the recommended norm): grass cut once every five working days, aeration at least twice a year, weed control when weeds reach 5% of turf, pruning at least once a season. Level 3: grass cut once every ten working days, weed control at 15% infestation, pruning every two to three years. Level 1 limits weeds to 1%. source: University of Arkansas RFP 04202023, Appendix C: APPA grounds maintenance standards (levels 1 to 3) |
| Mulch depth and trunk clearance | Apply 2 to 4 inches on well drained sites (composted material 2 to 3 inches, coarse mulch 3 to 4 inches), near but not touching the trunk, at least 4 inches away. Over-mulching and mulch against the trunk and root flare are among the most common causes of tree decline. source: University of Illinois Extension, Proper mulching techniques infosheet |

Where it breaks
Where spreadsheets and generic software fall over
The crew clocks one day total across four properties. Nobody can say that the medical office park takes 40% more detailing hours than the bid assumed, so it is renewed at the same price for the third year.
Crew time is captured per property and per service. Every visit compares actual against budget hours, and the property's running variance sits on the account manager's renewal list.
The property manager mentions six dead boxwoods and a leaning oak on a site walk. The account manager writes them on a notepad, and three weeks later the client asks why nothing happened.
Site walk issues are logged with photos on the spot; each becomes either a contract fix with a due date or an enhancement proposal, and unanswered proposals are chased.
An irrigation tech in Dallas replaces a valve and four heads, the invoice says 'irrigation repair', and there is no sealed record of the work or materials when the city asks.
An irrigation repair cannot close without the parts list, the licensed irrigator's name and license number, and the sealed work document sent to the owner, all stored for 3 years.
A fertilizer round is scheduled across all Tampa Bay properties in the first week of June because it is on the annual calendar, and two crews apply nitrogen inside the county blackout.
Each property carries its county blackout dates; a fertilizer service dated inside them is blocked from scheduling, and the program shifts to an iron or no-nitrogen product or to October.
A new crew member applies a pre-emergent herbicide at a Florida HOA while holding only the fertilizer certification, which does not cover pesticides.
Every chemical service lists the credential it needs; dispatch only assigns applicators whose certificate type matches and is in date.
Crews show up at a DC office building with backpack gas blowers because the site rule lives in an old email.
Site rules (battery only, work hours, no-blow zones) print on the work ticket and the equipment check-out for that route.

Questions to ask any vendor
- Can each contract store budget hours per service per visit, and show actual crew hours against them by property after every visit?
- Can a crew clock time per service (mow, edge, detail, prune) on the phone without slowing down?
- Do site walk issues with photos turn into enhancement proposals, and can I see which were approved, declined or never answered?
- Can irrigation inspections be logged per controller and zone, and does a Texas repair produce the sealed work document for the owner?
- Does a chemical application record the product, EPA registration number, rate and the applicator's certificate, and block an application inside a county blackout?
- Can I run my snow agreements and service logs on the same properties in winter?

Commercial landscape maintenance on Fieldproxy: built around how you already work
A Fieldproxy setup for a commercial landscape maintenance contractor is built around the property and its budget hours: every site carries its measured areas, contract scope, cycle count, irrigation zones and county rules, and every visit is clocked per service against the bid. Site walks feed an enhancement pipeline, irrigation and chemical work produce the records Texas, Florida and California ask for, and the property manager sees it all in a portal.
Module 1
Property register and site map
Every bid, budget and record starts from what is on the property.
- Records: Client (management company) > Property > Area; area types turf, bed, mulch bed, seasonal color, tree, hardscape, retention pond
- Fields: turf sq ft by mowing method, edging linear ft, bed sq ft, mulch cu yd at the specified depth, tree count and species, service level (e.g. APPA level 2)
- Irrigation: controllers (make, model, station count, location), zones (plant type, head type), backflow assemblies (serial, test due), water source
- Site rules: work hours, battery-only equipment, gate codes, no-blow zones, county fertilizer blackout dates
Module 2
Contract builder with budget hours
The margin is decided at bid time; the contract has to carry the hours it was priced on.
- Services per property: mow, edge, blow, detail, prune, leaves, mulch, aeration, fertilizer rounds, irrigation checks, with frequency (e.g. 29 or 42 mow cycles, seasonal months)
- Production rate and budget hours per service per visit; crew cost rate; materials
- Price lines: monthly billing amount, out-of-cycle service price, extra-work rate, irrigation repair threshold, exclusions
- Status: Draft, Sent, Signed, Active, Renewal due (e.g. 90 days before end)
Module 3
Crew scheduling and daily routes
Crews run fixed routes, but leaf season, rain days and extra work move them every week.
- Weekly route per crew with visit order and drive time; rain day reshuffle
- Crew roster with lead, members, H-2B start and end dates of need, certifications (irrigator license, Florida fertilizer cert, California QAC Q)
- Equipment per crew: mowers by deck width, battery or gas blowers, trailers; site rules check before the route is released
Module 4
Crew lead app: the visit
Budget variance only exists if time is captured per service on site.
- Work ticket shows services due today, budget hours for each and site rules
- Start and stop per service; mowing height set; mulch depth check with trunk clearance
- Required photos: one before and after per area, every issue found
- Out-of-scope finds flagged as Extra work or Enhancement lead; offline in back lots, syncs later
Module 5
Irrigation inspections and repairs
Water is the biggest complaint driver on a commercial site, and Texas wants paper on every repair.
- Wet check form per controller and zone: ran yes or no, broken heads, nozzles, leaks, overspray, dry areas, controller seasonal setting
- Repair job: parts used, labor, licensed irrigator and license number; sealed work document PDF sent to the owner (Texas 344.72(c)); stored 3 years
- Repairs over the contract threshold (e.g. $250) go to the property manager for approval before work
- New installs: maintenance checklist, as-built drawing and controller sticker data (Texas 344.63); MWELO audit report where required
Module 6
Fertilizer and pesticide applications
The credential, the date and the record all have to match the state and county.
- Application record: product, EPA registration number, rate, area sq ft, target, weather, applicator and certificate type and number
- Blocks: no nitrogen or phosphorus product scheduled inside the property's blackout dates; no pesticide assigned to an applicator holding only a fertilizer certificate
- California: monthly use report export per county, due by the 10th; records kept 2 years
- Certificate expiry tracking: Florida fertilizer cert expires 4 years after issue
Module 7
Site walks and enhancements
Enhancements are where commercial maintenance margin is made, and they start on a walk with the client.
- Site walk record: date, attendees, score per area, issues with photos
- Issue outcome: Contract fix (due date, crew) or Enhancement (proposal)
- Enhancement types: seasonal color, mulch top-up, plant replacement, tree work, drip conversion, turf renovation; each with its own budget hours and materials
- Status: Lead, Proposed, Approved, Scheduled, Complete, Declined (with reason); timed to the client's budget year
Module 8
Snow on the same properties
Many maintenance clients roll into a winter snow agreement, with different triggers and proof.
- Snow agreement per property: per push, per event or seasonal; trigger depth; service level (e.g. lots clear by a set time)
- Service log per event: arrival and departure times, crew or subcontractor, plow and salt quantities, photos, conditions
- Snow subcontractors with insurance dates on the same property list
Module 9
Property manager portal and margin reports
The client wants proof of every visit; the owner wants to know which properties make money.
- Portal per management company: visits with photos, wet check results, applications, open proposals to approve, snow logs
- Dashboards: budget vs actual hours by property, service and crew; enhancement revenue by account manager; proposals awaiting answer; properties up for renewal with their variance
- Monthly billing to QuickBooks or Xero

Commercial landscape maintenance: FAQ
What software do commercial landscape maintenance contractors use?
Common choices are Aspire for multi-branch commercial companies, LMN for budgeting, estimating and crew timesheets, SynkedUP for small and mid-size firms, and Service Autopilot or Jobber where work is route-heavy or mostly residential. What matters is budget hours per service against actual crew hours, an enhancement pipeline from site walks, and irrigation and chemical records that match your state. Fieldproxy is set up around your own properties, contract scopes and rules.
How do commercial landscapers price a maintenance contract?
From measured quantities: turf area by mowing method, edging length, beds, mulch volume, trees and irrigation zones. Each service gets a production rate and a frequency, which gives budget hours per visit; hours times crew cost, plus materials and overhead, gives the annual price, usually billed monthly. Public bids show the price lines: San Antonio priced each standard cycle, each out-of-cycle visit and each tree pruning separately.
What does APPA level 2 mean in a grounds maintenance contract?
It is the recommended normal standard in the APPA grounds maintenance levels: grass cut once every five working days, aeration at least twice a year, weed control when weeds reach 5% of the turf, and pruning at least once a season. Level 3 cuts every ten working days and tolerates more weeds; level 1 is for premium, high-visibility areas.
Do landscape crews in Texas need a license to repair sprinklers?
Irrigation services in Texas have to be performed by or under a TCEQ licensed irrigator. A business owner who is not licensed can only operate as an exempt business owner who employs a licensed irrigator to supervise. Every repair on an existing system needs a written, sealed document to the owner listing the work and materials, and the records are kept 3 years.
When can't you fertilize in Florida?
Charlotte, Hillsborough, Lake, Manatee, Pinellas and Sarasota counties ban nitrogen and phosphorus fertilizer from 1 June to 30 September, and Citrus and Hernando add winter periods. Many cities have their own ordinances. Anyone applying commercial fertilizer to an urban landscape also needs the state limited certification, which follows GI-BMP training and lasts 4 years.
What records does a California landscape company need for pesticide use?
A maintenance gardening business doing incidental pest control needs a DPR Maintenance Gardener Pest Control Business license, a qualified applicator with a subcategory Q certificate, and registration in each county it works in. Use reports go to the county agricultural commissioner by the 10th of each month, and records are kept 2 years.
Can commercial landscapers still use gas leaf blowers in California?
Yes, existing ones. Under AB 1346, new small off-road engines made after 1 January 2024 must be zero emission (portable generators from 2028), but CARB does not regulate the use of existing CARB-compliant equipment. Local ordinances can be stricter, and in Washington DC gas blowers have been banned on non-federal land since 2022.
How deep should mulch be on a commercial property?
University of Illinois Extension recommends 2 to 4 inches on well drained sites, with composted material at 2 to 3 inches and coarse mulch at 3 to 4, kept at least 4 inches away from tree trunks. Adding a new layer every year without checking depth is how mulch volcanoes form.
How do H-2B visas affect landscape crews?
Many large landscape companies staff their season with H-2B workers. The cap is 66,000 a year split into two halves, and for FY 2026 DHS added up to 64,716 supplemental visas in three allocations tied to start dates, two of them limited to returning workers. NAICS 56, which includes landscaping, made up 42.6% of certified H-2B labor demand in FY 2025.
How does Fieldproxy fit a commercial landscape maintenance company?
It is set up around your property list and contracts: measured areas, budget hours per service, crew time per service on every visit, wet checks per zone, chemical applications with credentials and blackout dates, site walk enhancements and a portal per property manager. Agents turn voice notes and photos into records, flag properties running over budget, and draft proposal follow-ups for a person to approve.
